Casino-Resort Project in Japan Faces Opposition

The first casino-resort in Japan, located on Yumeshima Island near Osaka, is encountering resistance again. Some parties involved are calling for a halt to construction due to concerns about potential noise pollution during the 2025 World Expo at the same location.

Controversy Over Construction Halting

Currently being developed by MGM Resorts International and Orix Corp, the casino-resort faces challenges, with organizers of the 2025 World Expo requesting a six-month pause in construction to address potential noise disturbances. However, officials in Osaka are hesitant to comply due to anticipated significant extra costs exceeding 10 billion Yen (approximately 62.7 million Euros).

Project Delays and Complications

This conflict with the World Expo is not the first setback for the casino project. Initially slated to open in 2027, the resort’s launch was postponed during the COVID-19 pandemic. Subsequent delays affected other planned casino sites in Nagasaki, Yokohama, and Wakayama. Despite numerous obstacles and escalating costs, the project is still moving forward, with the opening now pushed back to 2030.

Arrival on the Global Gambling Scene

Once operational, the Osaka casino will mark Japan’s debut in the casino industry. Featuring a casino, hotels, shopping center, conference facilities, and a ferry terminal, the project aims to attract a diverse range of domestic and international tourists. A helipad will cater to high-rollers seeking quick access to high-stakes poker and baccarat tables.

Before the Integrated Resorts (IR) law, both casinos and private gambling were prohibited in Japan. The introduction of this law paved the way for new establishments and is viewed as a lucrative opportunity given Japan’s sizable population and proximity to other gambling-friendly nations like China.
