Norway Plans to Block Unlicensed Gambling Websites

The government of Norway is considering a new law to compel local internet service providers to use DNS blocking software to prevent unlicensed gambling websites from targeting Norwegian players.

Gambling Monopoly in Norway

Norwegians are only allowed to access gambling services offered by state-owned companies Norsk Tipping AS and Norsk Rikstoto. This is different from Sweden, where non-domestic operators can obtain licenses.

Regulatory Change

The proposed law would give the Norwegian Gaming Authority the power to block unlicensed gambling websites. Internet service providers would be required to implement DNS-blocking software to prevent access to these sites in Norway.

Minister’s Statement

Abid Raja, the Minister of Culture, Sports, and Equality for Norway, emphasized that the goal is to prevent unlicensed gambling companies from circumventing Norwegian law. He stated that the government aims to eradicate these companies to address gambling-related issues in the country.

Further Considerations

The proposed law would also require the Norwegian Gaming Authority to conduct a proportionality assessment before ordering a site to be blocked, balancing public interest with issues of freedom of expression and information, as well as potential consequences for internet service providers.
